Composite Sketch Of Rachel Morin's Killer Released Authorities in Harford County have released a composite sketch of Rachel Morin's killer. The man, who has yet to be identified, remains at large more than six months after 37-year-old Morin was killed on the Ma & Pa Trail in Bel Air. A $35,000 reward is being offered for information in her death. The county sheriff's office just this week put out a composite sketch along with a podcast featuring Capt. Police ID Pedestrian Fatally Struck In Prince William County Police have identified the pedestrian fatally struck by a car in Prince William County Sunday evening, Feb. 11. Lon Thomas Osborn, 49, of no fixed address, was not in a crosswalk while trying to cross Prince William Parkway and Worth Avenue in Woodbridge around 7:30 p.m., county police said.
