Woman, 20, Charged In Baby's Death In Livingston LIVINGSTON, N.Y. – A Livingston woman was arrested and charged by state police Saturday in the murder of a newborn boy whose body was discovered in a dumpster on Friday. Tara J. Tomlin, 20, was charged with second-degree murder after authorities determined that the baby had died by asphyxiation. The baby was discovered in a garbage bag in a dumpster outside of the XtraMart at Bells Pond in Livingston, police said. William Pasquale, 26, was charged with a class D felony of sexual abuse and a class A misdemeanor of endangering the welfare of a child by the Orange County Child Abuse Unit after a one-month investigation found that he and a young girl under age 11 had touched each other in their sexual parts, police said.
