Construction workers at a home on Cowing Place had been burning debris in the home's chimney in the process of replacing the flooring, the Stamford Advocate said. Clarkstown Police Evacuate Rest Home After Flooding CLARKSTOWN, N.Y. – Clarkstown police helped evacuate all 31 residents of the Spring Valley Rest Home in Nanuet after the home's sprinkler system water pipe broke and caused serious flooding Monday afternoon. The pipe broke in the home's attic, causing major flooding throughout the home and forcing an evacuation. Members of the Clarkstown Building Department and the fire inspector made the decision to move the residents to the Golden Acres facility in Monsey. No one was hurt, and the future of the facility will be determined at a later date.
