Sex Assault Charges Increased Against Franklin Lakes Therapist FRANKLIN LAKES, N.J. -- Additional patients who authorities said came forward following the arrest of a special education consultant from Franklin Lakes have increased the number of sexual assault charges against him. A Sussex County judge boosted bail to $550,000 for 31-year-old Troy R. Leonard after prosecutors charged him with two additional counts of sexual assault and child endangerment, along with one of health care claims fraud.
